Bio

Julie Witcover is a researcher at the Policy Institute and the Institute of Transportation Studies, where she focuses on transportation and climate policies. She is interested in the responsiveness of the on-road transportation fuel mix and technological innovation to market-based policy incentives such as California's Low Carbon Fuel Standard; she tracks program trends and works with stakeholders in other jurisdictions interested in understanding California's experience. A second focus is biofuel industry trends and how to safeguard against unintended harmful environmental and other impacts that can accompany scale-up, as well as the role of land more broadly in a low carbon future. Prior to Davis, she worked at the International Food Policy Research Institute on smallholder land use in the Brazilian Amazon and agricultural trade modeling. She holds a Ph.D. from UC Davis, a master's degree from Johns Hopkins University, and a bachelor's degree from Harvard College.
