Bio: Rebecca Ruff is a J.D. Candidate at the UC Davis School of Law. Rebecca works on energy and regulatory law. She is interested in how to integrate emerging areas of energy—such as renewable energy, community choice aggregation, and distributed generation—onto the grid in a way that will be reliable and fair, both on the grid and in the market. At the law school, Rebecca is president of the Water Association of Law & Policy and an editor for Environs, the Environmental Law & Policy Journal. Prior to joining the Policy Institute, Rebecca served as an Administrative Law Judicial Clerk at the California Public Utilities Commission, and spent a year working on building energy benchmarking and disclosure at the Oregon Department of Energy. She holds a B.A. from Willamette University.
