With over twenty five years of experience in environmental science in California, Jacques is a Science and Policy Fellow at the UC Davis Policy Institute for Energy, Environment and the Economy.
At CalRecycle, he was the lead technical staff for urban biomass to fuels and energy conversion technologies. Jacques was responsible for emerging technology assessment, research and analysis and provided technical support to jurisdictions and other stakeholders deploying waste conversion projects in California.
At the California Department of Food and Agriculture he started and managed the Fertilizer Research and Education (FREP) program and was responsible for technology development and transfer to reduce nitrate groundwater contamination related to fertilizer use.
His private sector experience includes independent technology evaluation, market research and business development.
Mr. Franco is a graduate of the University of California, Davis, School of Management. He earned a Master of Science in Conservation Ecology from the same institution and holds a B.S. in Environmental Horticulture from the Hebrew University of Jerusalem. He has authored and edited over forty technical and peer reviewed publications.
